    Position description

    Position Title: Analyst / Project Officer
    Classification: LE-08
    Section: Development Assistance Section

    Employment: Term Position – 1 Year
    Eligibility: Open to all mission’s employees occupying an indeterminate or term position and to external applicants residing in the West Bank, Jerusalem or Israel, who meet all of the essential qualifications and whose applications are received by the closing date. Applicants must have a valid work permit.

    Screening requirements

    Education :
    Graduation with a degree from a recognized university with a specialization relevant to the position, such as economics, commerce, law, international affairs, journalism, political science, social sciences and international development.

    Experience :
    Minimum of 5 years of recent* experience* working in international development
    Experience* in the planning and management of development assistance programs
    Experience* in report writing

    Experience* in developing and sustaining collaborative networks
    Experience* in working with various local government departments, and multilateral and international organizations

    -Recent is defined as experience normally associated with full-time performance of duties within the past 5 years.
    -Experience is defined as work experience relating to the duties specified and acquired over a period of at least three years.

    Job summary:

    Under the supervision of the Head of Cooperation (HOC), the Analyst / Project Officer will assist in the assessment, identification, formulation, management, monitoring and reporting of development programming in the West Bank and Gaza consistent with Canada’s objectives. Specifically, the officer will be responsible for analysis and programming in the rule of law, economic development, and humanitarian assistance fields. The officer will also be responsible for general analysis of the Foreign Affairs, Trade and Development Canada‘s (DFATD) development programming in the field, preparing reports, studies, briefing notes and briefing books as required.

    The officer contributes to effective operation and implementation of all projects in the West Bank and Gaza by: maintaining up-to-date knowledge of the West Bank and Gaza’s development situation; analyzing proposals as requested; preparing briefing notes and responses to inquiries from DFATD Headquarters, the Head of Mission and the HOC, local executing agencies, the Palestinian Authority and civil society; establishing effective working relations with Palestinian interlocutors and the international community; representing the Representative Office of Canada in negotiations and discussions on development issues; and performing other duties as required.

    Knowledge of the development sector and stakeholders in the West Bank and Gaza, including the donor community, Palestinian Authority and civil society
    Knowledge of Canada’s foreign and development assistance objectives, policies and priorities
    Knowledge of development issues challenges (political, legal, social and economic) in the West Bank and Gaza
    Knowledge of aid effectiveness principles

    Abilities
    Ability to research, analyze and evaluate issues, policies and programs
    Effective oral communication skills in English
    Ability to write clearly and quickly in English
    Ability to plan and organize work priorities under tight timelines
    Ability to develop and deliver sound advice and recommendations to managers and take into account conflicting information and stakeholder views

    Asset qualifications

    Preference may be given to candidates who have the following asset qualifications:
    Master’s degree in a relevant discipline, such as law, journalism, business, international affairs, political science, and international development
    Experience working for an international aid agency and/or a multilateral organization in a diplomatic and/or donor environment
    Experience in monitoring and evaluation and results-based management
    Ability to speak French
    Experience working in justice and security sector reform in economic and private sector development or humanitarian assistance
    Extensive experience using a range of computer software, including Word, Excel, PowerPoint, and various knowledge management and internet technologies

    Conditions of employment:
    Able to work in Ramallah and travel without restriction throughout the West Bank and in the region
    Willingness to travel occasionally
    Willingness to work overtime, often on short notice
    A valid work permit

    The appointment of the successful candidate will be subject to Medical Clearance and Reliability Status Check (RS) obtained by Management. To conduct the Reliability Status Check (RS), the candidate must submit the following ********s on being selected by the Mission.
